hydrophilic and water soluble

Hi, I am a bit confused about the “limit” between hydrophilic and water soluble. A substance in order to be water soluble has to be hydrophilic and polar. However, there are hydrophilic, polar molecules that are not soluble in water (Silica for instance). All of them form hydrogen bonds with water, but some of them do not dissolve. Why is that?
